Our management structure

While our strategic direction is set by our Board, SEPA is managed by our Chief Executive and Agency Management Team.

The Agency Management Team (AMT) is led by Terry A'Hearn, our Chief Executive Officer (CEO), and includes two Executive Directors and three Chief Officers.

Reporting directly to the Board, the AMT is responsible for strategic planning, business management, performance management, relationships and change management.

Each Executive Director and Chief Officer is also responsible for the management of a flexible business portfolio within the organisation:

Executive Director, Calum MacDonald

Calum MacDonald joined SEPA in 1996 as Divisional Manager in the former west region.

He became Environmental Regulation and Improvement Manager for Highlands, Islands & Grampian, before becoming Environmental Development Manager in the Strategic Planning Directorate in 2001. He became Acting Director of Strategic Planning in 2003. His career has included various posts with City of Glasgow Council, in environmental health and pollution control.

Calum is a member of the Royal Environmental Health Institute of Scotland and Chairman of Council of the National Society for Clean Air and Environmental Protection.

Executive Director, David Pirie

David Pirie joined SEPA in 1996 as a Senior Chemist. He became South West Chemistry Unit Manager in 1999, Chemistry Services Manager in 2001 and Head of Chemistry in 2004.

His career has included posts with the Water Research Centre, University of Aberdeen and the Clyde River Purification Board.

David has a degree in Chemistry from the University of Aberdeen and a PhD in Environmental Chemistry from the University of Glasgow. He is a Chartered Chemist and a member of the Royal Society of Chemistry.

Chief Officer People and Property, Fiona Martin

Fiona Martin joined SEPA in 2004 as Human Resources Manager. She is a Fellow of the Chartered Institute of Personnel and Development (CIPD) and has worked in a range of posts within the local government and retail sectors.

Fiona is also a qualified and practising mediator.

Jo joined SEPA in 1999 and has held a number of senior operational and organisational roles, working in parallel in recent years in roles in the social enterprise and voluntary sectors. Prior to joining SEPA Jo spent 10 years in the private sector, including working internationally from a Scottish base in a major consultancy. She has also worked at Scottish Enterprise on economic regeneration and inward investment in Scotland. 

Chief Officer Finance, Stuart McGregor

Having previously been employed in a number of senior finance roles for SEPA, Stuart McGregor rejoined the organisation in 2014 as Chief Officer Finance.

Stuart has worked in a number of posts within local government, Scottish policing and the retail, manufacturing and engineering sectors and is a member of the Chartered Institute of Management Accountants.
