Treatment Proposals
SEPA invite you to respond to a consultation on the waste
treatment proposals being considered by North and South Lanarkshire
Councils. The two councils have been working in partnership to
develop optimised performance targets for the recycling and
composting of municipal wastes along with proposals for the
management of residual wastes (that which is remaining after all
practicable effort to extract recyclable and compostable material
from the household waste stream). It is these proposals and their
potential impacts that we would like your opinions on.
On review of the municipal waste management proposals, SEPA
noted that the options being put forward by the Lanarkshire
authorities would contribute to a change of the published Best
Practicable Environmental Option (BPEO) as set out in Chapter 3 of
the Glasgow and Clyde Valley Area Waste Plan. This being the case,
a BPEO Review has been carried out to ensure that any proposals
submitted to the Scottish Executive for funding, represent the Best
Practicable Environmental Option (BPEO) for the area (taking into
account environmental, social and economic impacts). Any
modification to Section 3 of the Glasgow and Clyde Valley Area
Waste Plan would require the undertaking of a Strategic
Environmental Assessment (SEA). The full extent of a modification
to the Area Waste Plan cannot, however, be fully established until
the remaining Glasgow and Clyde Valley local authorities complete
the profiling of their residual waste options. To ensure that all
aspects of any change to the Area Waste Plan under a full
assessment of environmental impacts as required under SEA, the
Lanarkshires municipal waste proposals have gone through an interim
SEA appraisal. The findings of this interim appraisal will
contribute to a full SEA of the Glasgow & Clyde Valley Area
Waste Plan as and when all options for the remaining local
authorities within the waste strategy area have been
established.
SEPA, as custodians of the Area Waste Plan, have led the BPEO
and interim SEA review of the Lanarkshires options with the support
of an assessment group consisting of key stakeholder
representatives. In maintaining the spirit of open and transparent
decision making, a public consultation is being held to seek views
on the findings of the BPEO and SEA Review of the Lanarkshires
proposals. Once local stakeholder views have been considered, a
consultation report and summary of findings and recommendations
will be published on the SEPA web site.
We would welcome your views and a number of questions have been
set out in the consultation pack. As well as addressing these
questions, please include any other comments which you feel would
support the decision making process to identify the best option for
municipal waste in the Lanarkshires. Where possible, it would be
beneficial to provide supporting evidence to any representations,
especially in relation to the assessment scorings. The
