CLOSED : Odour consultation information and
arrangements
SEPA has launched a consultation on its proposed new guidance
for regulating odorous emissions from regulated sites. The guidance
SEPA staff currently use comes from several technical guidance
documents, including the draft H4 guidance on odour. We have
now updated and developed a single odour guidance document for use
in Scotland, which should benefit both our staff, the public and
the operators we regulate. We have taken into account aspects of
all Scottish Regulatory regimes within SEPA’s remit, especially
Pollution Prevention and Control (PPC) and Waste Management
Licensing Regulations (WMLR). This guidance is intended as an
introduction to the regulation of odour. It refers to other
available guidance and best practice on the control of odorous
emissions.
We are inviting written responses to this draft guidance
document from any interested parties and which should be with SEPA
by Friday 29 August 2008., We would be grateful if
you could clearly indicate in your response which sections of the
proposed guidance you are responding to, as this will aid our
analysis of the responses received.
Responses or queries to this consultation should be submitted,
preferably by email, to odourguidance@sepa.org.uk
or by mail to:
FAO: Ian Halliday
Air Policy Unit
SEPA Corporate Office

SEPA may wish to publish responses to this draft guidance
document. If so, all responses will be made public unless a
respondent specifically asks for their response to be treated
confidentially. Confidential responses may be included in any
statistical summary of numbers of responses received or views
expressed.
All respondents should be aware that SEPA is subject to the
provisions of the Freedom of Information (Scotland) Act 2002 and
would therefore have to consider any request made to it under the
Act for information relating to responses made to this consultation
exercise.
What happens next?
Following the
closing date, all responses will be considered along with any other
available evidence to help us finalise the guidance. The guidance,
taking into account responses, is intended to take effect
thereafter.
