Environmental and Organisational Strategy (EOS)
Environmental Policy
The Environmental Policy Department prepares
SEPA for the implementation of new EU/Domestic environmental
regulation. It does this by working closely with the Scottish
Government and other external/internal stakeholders to influence
the content of emerging regulation, to ensure the principles of
better regulation are fully incorporated. Once regulations
are made, the department works with stakeholders to review the
effectiveness of implementation measures and make recommendations
for improvements.

Environmental Strategy
The Environmental Strategy Department helps
SEPA prepare for the future change by tracking new and emerging
issues. Our role includes managing cross-cutting issues such as
climate change and energy, national planning and strategic
environmental assessment, co-ordinating research and development
spending, and greening SEPA’s own activities. We also work to
integrate environmental economics into our decision making, and
identify environmental trends and indicators of importance.

Organisational Planning and Improvement
This department maintains and develops SEPA’s
business planning and performance management framework. This
includes producing SEPA’s Corporate plan, Annual operating plan and
all performance reporting. We also manage SEPA’s continuous
improvement work, including external accreditation.

Human Resources
The HR Department provides advice, guidance
and support to managers in effectively managing a wide range of
employee matters. In addition, staff provide a range of HR
administration functions, including recruitment administration,
corporate management information, and preparation of relevant
contractual documentation.
The department is also responsible for
modernising SEPA’s employment framework and HR policies and
procedures.

Legal
The Legal Department provides advice to all
the Environmental and Organisational Strategy teams, prior to the
‘operational stage’ of proposed and new legislation. It also
provides support to the Corporate Management Team and wider
functions, including working with lawyers in other
directorates.

EOS Change

three change programmes: Supporting enterprise, Environmental and
