Summary
SEPA’s Annual Operating Plan provides the framework for our activities for the 2011-2012 financial year. For each of the outcomes we plan to deliver we have created a set of performance indicators with specific targets. The indicators show whether or not we are on track to deliver our plan. SEPA’s overall performance is presented in our Annual Operating Plan Scorecard.

Performance Summary
Of the 21 corporate performance indicators, the targets for six have already been achieved, and one target, for Staff Appraisals, was just missed. Of the indicators we are still working towards, 10 have green status, two have amber status and one has red status.
During quarter three, both of SEPA’s targets for our National Monitoring Plan indicator have been achieved. The target for part a) of this indicator has been achieved because 97.6% of the sampling activities planned for 2011 were completed by 31 December, against a target of 95%. This is an important achievement, reflecting the hard work and dedication of the staff involved in an area of SEPA’s work which has been significantly impacted by the implementation of the Step Change in Science change programme. The target for part b) of this indicator has also been achieved because three of the four environmental information reports have already been delivered on time. Publication of the remaining report will be delayed beyond the 31 March 2012 target. It is expected that the report will be complete by the end of March but the approval procedure to allow publication will not be completed until April or May 2012.
SEPA’s target for Waste Statistics was also achieved because SEPA published the first quarterly official Scottish Government statistics for recycling rates for household waste by local authorities on 28 November 2011.
The indicator with red status is Greening SEPA 1 – Carbon Dioxide Emissions because the overall carbon emissions have reduced by only 10.2% for quarters one to three, compared to quarters one to three of 2006–2007. This drop in SEPA’s performance from -18.4% in quarter two 2011-2012 reflects the seasonal fluctuation experienced in previous years. Therefore, we continue to expect to meet our 25% target a year late although this may be dependent on timely progress with the move to the Central Facility.
Performance for the two indicators with amber status is expected to improve.
The status of the Science Advice indicator is amber because the draft Service Level Agreements and enquiry response targets for the helpdesk have still to be approved by the Step Change in Science Programme Board. It is expected that this will happen when the Programme Board next meet, on 25 January 2012. If approved, the Service Level Agreements are expected to be implemented in February. This will mean that performance against the target for part b) of this indicator can be reported in the Annual Review of Performance 2011-2012.
The status of the Climate Change indicator is amber because although the majority of actions are progressing well, more than 30% of actions are behind schedule. The deliverables for these actions will be reviewed in January 2012 in order to better understand what SEPA can deliver in time. We will prioritise our work where appropriate to ensure that at least 80% of the actions set out in SEPA’s Climate Change Action Plan 2011-2012 are delivered by 31 March 2012, so that the target for this indicator is achieved.
Performance is stable for the ten indicators with green status. During quarter three, performance for the Greening SEPA 5 – Procurement indicator improved from amber to green status because SEPA’s Procurement department continues to implement the Scottish Sustainable Procurement Action Plan within the Scottish Government’s Procurement Policy with every tender processed.
SEPA’s performance for the Licence Compliance indicator will be reported in the Annual Review of Performance 2011-2012, after the annual results of the compliance assessment scheme have been collated. This indicator was reviewed at a SEPAStatsession 20 May 2011. SEPA’s Operations Directorate is considering how best to monitor performance in-year and intervene where necessary through their business planning process in preparation for 2012-2013.
