The Implementation of the European Community Greenhouse Gas Emissions Trading Scheme : What emission limit will installations receive?

What emission limit did installations receive in Phase I and will receive in phase II?

The UK Government sets the total cap on emissions of carbon dioxide for the UK.  The proportion of this cap that each installation receives is also decided by Government and is communicated at the same time.

On 12 August 2003, Defra issued a consultation paper about the way the UK should implement the Directive. The consultation canvassed views on the methodology the Government should use to allocate shares of the total cap on emissions of carbon dioxide for the first phase of the scheme. This allocation of allowances is known as the National Allocation Plan (NAP).
