The Government sets aside a certain number of allowances from the total Phase allowances into a New Entrant Reserve (NER) to allocate free of charge to eligible new entrants into the EU Emissions Trading Scheme.
The Government decides on the types of new entrant that are eligible to apply for a free allocation of allowances from the NER. Details of this decision can be found at http://www.dti.gov.uk/energy/environment/euets/index.html
For new entrants that started operation or were due to start operation after 31 December 2003 and before 28 February 2005, the date from which applications were accepted was 6 December 2004. The date from which all other new entrant applications was accepted was 10 January 2005.
Applications received prior to the relevant date were not considered.

The Environment Agency make available, on its web site, the Operator and installation names for all applications received for allowances from the NER. This will serve as acknowledgement of receipt and applicants are advised to check the web site at www.environment-agency.gov.uk/emissionstrading to ensure that their applications have been received.
