Odour Guidance Introduction – presentation by Fiona Weir (SEPA)

The proposed guidance has been introduced to consolidate the existing guidance which is currently spread over a variety of documents and to provide a format where subjective decisions relating to odour can be taken through compliance with a formalised methodology.

This Guidance will undergo a 12 week consultation which will conclude on 29th August, trade federations were encouraged to provide comment.

Compliance Scheme Update – presentation by John W Burns (SEPA)

The stakeholder workshop day held on 7th May was extremely well attended with many trade associations represented.

Scheme will cover all regulatory schemes other than COMAH and some areas within CAR.

Pilot scheme will be run with volunteer sites – sites wishing to volunteer should submit their names to Norman Donnelly (SEPA)

The proposed trails will support the project plan which has a publication Date of Dec 2008 with implementation scheduled for Jan 2009. PPC Pt A and PPC Pt B sites will move onto the scheme during 2009 with indicative costs being provided for each site for 2010 as information only. Provided agreement on the effectiveness of the scheme is supported then full implementation of new costs will occur in 2011.

Charging Scheme Review – presentation by John W Burns (SEPA)

Overview of development of charging scheme including a review of Phase 1 which is now complete and an introduction to Phase 2.

Variants of the financial model were introduced to display cost reclamation options.

Current intention is to use 2010 as a baseline year to model changes that will be developed through Phase 2.

IPPC Directive Review – presentation by Ian Halliday (SEPA)

Proposed timescale confirmed as follows; Jan 2009 first reading of directive. Dec 2010 completion of the co-decision process. July 2012 Directive fully transposed into force by member states. The Directive applies to all new installations from this date onward. January 2014 – Transfer of existing sectors, previously subject to IPPC, WID, SED and TiO2 Directive. July 2015 existing installations performing the newly prescribed activities must meet the requirements of the new Directive. January 2016 – Large Combustion Plants must meet the requirements set out in Chapter 2, as well as the ELVs set out in Annex V.

There was discussion over the current DEFRA consultation (which closes in July). There were a number of concerns raised over different issues e.g. reduced thresholds for intensive agriculture, potentially more prescriptive levels of inspection and the mandatory nature of Brefs. Trade Associations encouraged to raise in response to the consultation.
