Guidance H8 on the Protection of Land under the
PPC Regime : Surrender Site Report and
Template : Consultation Draft 1
The Pollution Prevention and Control (PPC) Regulations 2000 are
intended to ensure that operators take measures to protect the site
of the installation from pollution and to return the site back to a
satisfactory state.
The purpose of the guidance and the site report template is to
assist operators in the production of Site Surrender Report (SSR).
It relates only to the protection of land and forms part of the
guidance on protecting the site during the life-time of the
operation given in H7 Guidance on the Protection of Land under the
PPC Regime: Application Site Report and Site Protection and
Monitoring Programme". It considers the ways in which information
about the condition of the site occupied by an installation may
have arisen and how such data should be collated, critically
reviewed and incorporated into a report that meets the surrender
site report requirements of the PPC regime. It covers:
- the process of preparing the SSR;
- the different types of information that may be available for
use in the SSR and the circumstances in which such information may
have been produced;
- how information on the condition of the site should be
evaluated and used to prepare the SSR;
- how to approach the preparation of the SSR including use of the
reporting template.
To assist operators in providing an appropriate type and amount
of information, the Agency has prepared a reporting template for
submission of the SSR.
