New entrants

The Government has set aside a certain number of allowances in a New Entrant Reserve (NER) to allow eligible new entrants, free of charge, into the EU Emissions Trading System (EU ETS).

The Government decides on the types of new entrants that are eligible to apply for a free allocation of allowances from the NER.

Eligible installations must apply to the relevant regulator for allowances. Installations operating in Scotland can download an application form for the Allocation of allowances from the New Entrant Reserve by going to the Forms page.

You can calculate the allowances you need using the benchmarking spreadsheet available on the website for the Department for Business Innovation & Skills (BIS). Further information is available in the National Allocation Plan Appendix D, also available from BIS website external link.

The Environment Agency provides a summary report external link on its website of all the installations that have applied for allowances from the NER.
