Notice is hereby given that joint applications, under section 16A of the above Act, have been made by the United Kingdom Atomic Energy Authority (UKAEA) and Dounreay Site Restoration Limited (DSRL) to the Scottish Environment Protection Agency for the transfer of authorisations held under section 13 of the above Act by the United Kingdom Atomic Energy Authority, to Dounreay Site Restoration Limited. The authorisations subject to the applications relate to the disposal of radioactive waste on or from Dounreay, Thurso, Caithness. The application relates to the transfer of authorisations between operators and, if granted, no change will be made to the conditions and limitations of the authorisations.
In accordance with the requirements of Section 16A(5) of the above Act, SEPA is consulting with relevant public and local authorities including: Food Standards Agency (FSA); Health and Safety Executive (HSE); Committee on the Medical Aspects of Radiation in the Environment (COMARE); Health Protection Agency (HPA); Environment Agency (EA); Scottish Natural Heritage (SNH); Scottish Water; NHS Highland; Highland Council; Orkney Island Council; Shetland Island Council; Caithness West Community Council; Highland and Island Enterprise; Nuclear Safety Advisor Committee; Dounreay Stakeholder Group; AEA Technology
In addition the applications and existing certificates may be viewed on the SEPA website or inspected by any interested party between 09:00 and 17:00 hours at the following SEPA offices:

In determining the applications, SEPA will consider:
(a) whether the proposed transferee has or will have operational control over the radioactive disposals to which the transferred authorisations will relate;
(b) whether the proposed transferee is able and willing to ensure compliance with the limitations and conditions of the authorisations that he will hold if the application is granted; and
(c) whether any other grounds exist on which it would be reasonable to refuse to grant the transfer applications.
Written representations may be made to The Registrar, SEPA Graesser House, Fodderty Way, Dingwall Business Park, Dingwall, IV15 9XB and, if received before 7 November 2007 will be considered by SEPA when determining the application. Comments are invited on the understanding that they may be made public by SEPA. Comments will only be treated as “not for publication” if a specific request to that effect is made to SEPA.
