Forms for exchange of information with SEPA: Re-issues

A series of standard forms were developed by the CoSLA Contaminated Land Officer Network, for the efficient and consistent exchange of information between local authorities, SEPA and other consultees. Following consultation three of these forms have now been substantially revised and are being re-issued:

The forms have been designed specifically to promote a common format for exchange of information throughout all 32 local authorities and SEPA and do not have a statutory basis. Local authorities may also find that these forms assist in developing their own records.

Use of Forms

Form A should be used when making requests for information about a specific site. Such requests should only be made after consideration has been given to the sources, pathways and receptors at a site and a specific need for information that SEPA is likely to hold has been identified. SEPA will use this form in making a response. In some circumstances the form may be returned indicating that no information is available.

Form B should be used when consulting with SEPA regarding the determination of land as contaminated due to pollution of the water environment. The local authority will require to consider all of the items within Part B, prior to the issue of the form.

Form C should be used where the local authority has information to suggest that a site may be a special site and either seeks advice from SEPA prior to inspection, or following the investigation of land where the local authority considers that there is a possibility that a pollutant linkage is present that would require the designation of contaminated land as a special site.

A form previously issued for providing information to SEPA regarding land identified as contaminated has been withdrawn.
