£2500 fine for Unlicensed Scrap Dealer

Alexander G Watson pled guilty to a breach of the Environmental Protection Act (EPA) 1990, after a report was sent to the Procurator Fiscal by the Scottish Environment Protection Agency (SEPA). He was fined £2500 at Dunfermline Sheriff Court on 11 January.
Mr Watson operates a vehicle dismantling yard in Inverkeithing. Due to the number of vehicles being kept on site, a waste management licence from SEPA was required, under the EPA 1990. The site was storing up to 3 times the number of vehicles that would have been allowed to be kept under exemption from the legislation.
Despite being made aware of the requirement for a licence, Mr Watson did not apply for a licence and a report was submitted to the Procurator Fiscal in April last year. It is understood that Mr Watson has recently applied for a licence.
John Paterson, Senior Waste Consultant for SEPA said:
"SEPA is delighted with the outcome of this case and the level of fine imposed. Exemptions to the legislation make concessions to smaller scrap dealers. This dealer continually ignored the advice given by SEPA officers and was prosecuted as a result. This sends a clear signal to other dealers, that any site that does not comply with legislation will not be tolerated and action will be taken against them."
