
SEPA Serves Notices on Patersons Greenoakhill Landfill

The Scottish Environment Protection Agency (SEPA) has served 4 Notices on Patersons of Greenoakhill Limited in relation to activities at their Greenoakhill landfill site at Mount Vernon in the East End of Glasgow. One of the Notices relates to odour emissions and three require the submission of information in connection with groundwater. The details are as follows:
On 8 November 2000, a Notice under Section 42 of the Environmental Protection Act 1990 was served on Patersons of Greenoakhill Limited, requiring a comprehensive investigation into the potential of the site to emit offensive odours. As a result of this investigation, recommendations on site improvements and a timetable for their implementation are to be submitted to SEPA by 1st February 2001. Actions identified will be agreed between SEPA and Patersons of Greenoakhill Limited and subsequently implemented within an agreed timescale.
On 09 November 2000 SEPA also served three Notices under Section 71 of the Environmental Protection Act 1990 on Patersons of Greenoakhill Limited. These Notices require Patersons to submit information to SEPA, relating to the quality of groundwater . SEPA is already in possession of a considerable amount of information relating to the quality of the groundwater at the site, but some historical documents, additional monitoring information, and a site and substance specific risk assessment are considered to be necessary to enable SEPA to fulfil its regulatory duties and ensure the site is being operated in accordance with current legislation and guidance.
Calum MacDonald, Divisional Manager with SEPA, West Region commented:
"SEPA have responded to the large number of complaints received regarding this site. SEPA is committed to ensuring that the environment is fully protected, and will act within the powers and duties available to it to do so."
SEPA have also submitted a report to the Office of the Procurator Fiscal in Glasgow in respect of activities at Greenoakhill landfill site in the East End of Glasgow. For legal reasons, SEPA regret that no further information can be made available on this issue at the present time.
