Sir Ken reappointed as SEPA Chair

Today, 22/09/2003, the Scottish Executive reappointed Sir Ken Collins as Chair of the Scottish Environment Protection Agency (SEPA) Board.

Sir Ken said "I am very happy about this announcement and am looking forward to the next four years. The environment of Scotland still represents a significant challenge for us all and the delivery of a sound, healthy environment is what SEPA is all about.“

Welcoming the appointment, Deputy Environment Minister Allan Wilson said:

“SEPA plays a vital role in safeguarding and improving our environment.

“The agency has made significant progress over the last four years under Sir Ken’s chairmanship. In that time it has faced many new challenges, including a raft of new environmental duties, and has made progress in improving environmental quality on a number of fronts.

“I am delighted therefore that Sir Ken Collins has accepted the Executive’s invitation to serve as Chair of SEPA for a second term.

“His extensive environmental credentials and experience will continue to be invaluable in this very important post. The Board has played a pivotal role in achieving that progress and has shown great commitment in its task.

“This is, in no small measure, due to the work that Sir Ken has done as Chair to date. I look forward to working in partnership with Sir Ken in taking this forward.”

Notes

  • This post is part time and currently attracts an annual remuneration of £43,824 for a time commitment of 3 days per week. This salary is subject to annual review by the Scottish Executive.

  • Sir Ken’s appointment as Chair of SEPA runs from 1 January 2004 until 31 December 2007. He has served as Chair of the SEPA Board since October 1999

  • Sir Ken Collins was formerly Labour MEP for Strathclyde East from 1979 to 1999. During that time he held various posts including Chair of the Committee on the Environment, Public Health and Consumer Protection in the European Parliament.

  • He holds membership of various professional and environmental bodies including: Fellow of the Royal Scottish Geographical Society, Honorary Fellow of the Chartered Institution of Water and Environmental Management, and the Chartered Institution of Wastes Management. He is a Board Member of the Institute of European Environment Policy, the European Environment Agency Management Board and the Central Scotland Forest Trust.

  • SEPA was established as an executive non departmental public body (NDPB) under the Environmental Protection Act 1995, with responsibility for environment protection in Scotland. It became fully operational in 1996, has a total projected expenditure of £47 million for 2003 04 and employs around 950 staff at 21 locations across Scotland. The Agency operates within a framework agreed with the Scottish Ministers. Its aim is to provide an efficient and integrated environment protection system for Scotland which will both improve the environment and contribute to the Executive’s goal of sustainable development.

  • This Ministerial Public Appointment was made in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments (OCPA). Under OCPA Rules serving Board members are eligible to be reappointed for a second term. Sir Ken Collins’ first term of office as Chair of SEPA will come to an end on 31 December 2003.
