AWP Area Waste Plan
The National Waste Strategy: Scotland 1999 established 11 WSAGs. Each Group was charged with
producing an AWP presenting the strategic plan for the waste arising in that area based on
National Waste Strategy: Scotland principles.
BMW Biodegradable Municipal Waste
Waste collected by local authorities that is capable of undergoing anaerobic or aerobic
decomposition, such as food or garden waste and paper and cardboard, i.e. waste that rots.
This is generally accepted to be 60% of MSW.
BPEO Best Practicable Environmental Option
The National Waste Strategy: Scotland 1999 defined the BPEO as the outcome of a systematic
and consultative decision-making procedure, which emphasises the protection, and conservation
of the environment across land, air and water. The BPEO procedure establishes, for a given
set of objectives, the option that provides the most benefits or the least damage to the
environment as a whole, at acceptable cost, in the long term as well as in the short term.
MSW Municipal Solid Waste
Means household waste and any other wastes collected by the local authority, or on behalf of
the local authority.
SWMBA Strategic Waste Management Baseline Assessment
An assessment and description of the existing waste management in an area. Examines waste
arisings, waste-management facilities and capacities, imports and exports of waste, existing
contract arrangements and demographics such as population and household numbers.
SWAG Scottish Waste Awareness Group
This Group has been tasked with planning and delivering public awareness campaigns on
domestic waste management throughout Scotland.
ADG WSAG Ayrshire, Dumfries and Galloway Waste Strategy Area Group
A key component of the National Waste Strategy: Scotland was the establishment of 11 Area
Waste Groups across Scotland. The groups are charged with making the national strategy a
reality at local level, developing local solutions in response to local needs. The ADG WSAG
consists of the following partners.
