1.2 Key Aim and Objectives

Key Aim
To contribute to the sustainable development of the Lothian and Borders area by developing waste management systems that will control waste generation, reduce the environmental impacts of waste production, improve resource efficiency, stimulate investment and maximise the economic opportunities arising from waste.

Objectives
1. Maintain and regularly review existing data on waste management infrastructures to facilitate improved understanding of Lothian and Borders waste management, enabling proactive future actions to meet future legislative requirements and the objectives of the National Waste Strategy: Scotland.

2. Ensure that future waste management systems are developed in accordance with the Best Practicable Environmental Option (BPEO) by following the principles of sustainable development, integrated waste management, and make the maximum possible contribution to reducing society’s environmental impact including safeguarding the natural and urban environment at an acceptable cost.

3. Provide a clear framework for stakeholders to judge the future development of waste management services in the Lothian and Borders area, and guide both Local Authority Integrated Waste Management Plans and private investment decisions.

4. Ensure that development planning policy is consistent with, and contributes to, the overall aims of the National Waste Strategy and the Lothian and Borders Area Waste Plan.

5. Ensure that the Area Waste Planning process offers a clear, transparent and informative approach that is demonstrable to local stakeholders.

6. Maximise the opportunities for Lothian and Borders businesses, including the not-for-profit sector, arising from sustainable waste management.

7. Raise awareness throughout the whole Lothian and Borders community (public, business, voluntary sector, etc.) of the future challenges in implementing the Area Waste Plan and promote active participation by all stakeholders in meeting the objectives.

8. Maintain regular review of the Area Waste Plan, new technologies and legislative requirements to ensure the continued Best Practicable Environmental Option for the Lothian and Borders in the longer term.
