2 Strategic Framework and Drivers for Change

The Area Waste Plan is being developed along with other areas of policy and development that are key drivers and mechanisms to the planning and implementation process. The purpose of this section is to summarise the strategic framework and key drivers, which set the context for the Area Waste Plan development and will have an impact on future waste planning and management in Lothian and Borders. Annex 3 details local policies that must be taken into consideration. Figure 4 summarises the most significant partner organisations, drivers and mechanisms for change. The most significant of drivers are then described in more detail.
