5.6 Risks to Implementation
There are a range of risks that have been identified at
both the nation level and local level which if realised could compromise
the successful and timely implementation of the Area Waste Plan. These
risks have been identified and are included in detail in Annex 6. Examples
of such risks include:
- reliance on significant cultural change
- failure to secure adequate funding
- lack of partnership working and limitations in
public procurement
- failure of recycling markets to meet the needs
of increased material collections
- gaps and uncertainties in data projections and
underestimation of infrastructure required
- failure of national supporting projects to deliver
outcomes, e.g. Packaging Regulations, Waste Aware Scotland, WRAP and
ReMade.
As part of the Risk Management Strategy, the Lothian and
Borders Waste Strategy Area Group will use the matrix in Annex 6 to
inform the monitoring framework of the Area Waste Plan.
