3.3 Performance Targets Figure 3.2 shows the target proportions of MSW arising
in the North east, requiring to be recycled, composted, combusted in
an energy from waste plant and ultimately landfilled, in order to achieve
the BPEO and contribute to the 25% recycling and composting national
target by 2006. Figures are given for each of the Landfill Directive
target years (2010, 2013 and 2020), with the years of 2000 and 2006
shown to illustrate the change that will be necessary. These targets
require to be met collectively through the partnership working of the
three North East local authorities. These targets build on, with a view to exceeding, the
outcomes of research from trials and market research on the willingness
to participate, carried out by Scottish Waste Awareness Group (SWAG). Figure 3.2 - Overall Targets for The North East (1)
Tables 3.4 and 3.5 sets out the minimum amount of recycling and composting that will be required to achieve the overall North East Waste Strategy Area targets. However, it is recognised, that an individual local authority may (for one reason or another) be unable to achieve these collective targets. Under these circumstances, one or more of the other local authorities may be required to increase their recycling and composting. Table 3.4 - Specific Targets: Dry Recyclates (2)

The EfW plant will reduce the weight of incoming residual waste by 72%.
Ferrous metals in the bottom ash will be extracted magnetically and
recycled. The proportion of bottom ash not recycled and the fly ash
