3.4 Implementing the BPEO
Taking forward the implementation of the BPEO will require
an ongoing partnership approach between the North East local authorities
and stakeholders to achieve the targets set out above. The North East
AWP also seeks to achieve best value from the existing infrastructure
and investment that is already in place.

variables including waste composition, waste growth, participation in
