3.5 Implementing the BPEO for MSW
Taking forward the implementation of BPEO will require
an ongoing partnership approach between the two local authorities and
other local stakeholders to achieve the targets set out by the area's
BPEO. The crucial next step is to work up detailed Implementation Plans
that will flesh out the detail of new facilities required, the associated
costs, and a detailed timetable for their delivery.

of waste prevention schemes. Capacities are only for MSW, these capacities
will increase if other wastes are managed at these facilities.

Develop detailed AWP Implementation Plans for each of the Orkney
and Shetland Island groups.
In taking forward this BPEO there will be significant
linkage with the land use planning system to secure approval for appropriate
sites and projects. A number of 'pilot projects' are also likely to
be introduced to investigate the efficacy of alternative waste-collection
methods. This will allow evaluation of a number of options before firming
up on specific techniques. Table 3.3 sets out a preliminary indication
of the key facilities identified at this stage that are required to
meet the BPEO and which will have land use planning implications.
