Area Introduction
The Tayside waste area covers the three local authority areas of Angus Council,
Dundee City Council and Perth and Kinross Council.
Traditionally the area has relied on landfill, although it also has an energy-from-waste (EfW) plant in
Dundee
. The AWP sets out the best practicable environmental option (BPEO) for the management of the area’s MW. This calls for:
- Preventing waste generation at source
- Increasing segregated kerbside collection of recyclable and compostable materials
- Greater recycling of paper, card, glass, plastic, metal, etc
- More composting of garden waste, kitchen waste and other putrescible wastes
- Energy recovery from appropriate wastes only
- Reducing the quantities of waste landfilled
The AWP targets for the area’s MW for 2010 are 19% recycling, 11% composting, 31% EfW and 39% landfill. The targets for 2020 are 33% recycling, 14% composting, 29% EfW and 24% landfill. In 2003/04, the amount of MW landfilled fell to 56%, paralleling the increased amounts being recycled (17%), composted (5%) and recovered for energy (21%).
Funding awards to the local authorities in 2003/04 from the Scottish Executive will help to develop the infrastructure necessary to meet the AWP’s targets. Kerbside collection services will be expanded, while recycling centres and recycling points will be upgraded and new ones provided. Waste awareness officers will be appointed.
