3.5 Implementing the BPEO for MSW

Taking forward the implementation of BPEO will require an ongoing partnership approach between CNES and local stakeholders to achieve the targets set out above. The Western Isles AWP also seeks to achieve Best Value from the existing infrastructure and investment that is already in place. The crucial next step is to work up a detailed Implementation Plan that will flesh out the necessary new facilities required, the associated costs and a detailed timetable for development. In taking forward this BPEO there will be significant linkage with the land use planning system to secure approval for appropriate sites and projects. A number of ‘pilot projects’ are also likely to be introduced to investigate the efficacy of alternative waste-collection methods. This will allow evaluation of a number of options before firming up on specific techniques. Table 3.3 sets out a preliminary indication of the key facilities identified at this stage that are required to meet the BPEO and which will have land use planning implications.

Action 15
Develop and consult on a detailed AWP Implementation Plan to deliver the Western Isles BPEO.

Table 3.4 – Indicative Key Facilities Required to Deliver BPEO

Requirements Capacity (1) Timescale Notes
Expansion of local community recycling centres 2652 tpa by 2020 Phased, 2002 - 2010 Requires close Community consultation.
Waste Transfer Station 4-5000 tpa 2007 onwards Required following closure of Rueval landfill site. Should be closely linked to new S.Isles composting facility.
Composting facility 2000 tpa Post-2005 Will require in-vessel systems. May be modular or single vessel depending on outcomes of implementation planning.
Anaerobic Digestion /Composting facility 5000 tpa Post-2005 Preferred location adjacent to energy users. Likely to be phased introduction of a modular, dual process system.
Materials Reclamation Facility (MRF) 8600 tpa Post-2010 The required capacity of a local MRF will depend on the success of kerbside and bring schemes for recyclables and BMW. Capacity indicated here is based on treatment of all residual mixed MSW. This facility has potential to make an important contribution to compliance with other EU Directives – e.g. Waste
Electrical & Electronic Equipment

(1) The precise mix of facilities/capacities will be determined in detail through the implementation planning process. It will be dependant on several variables including future waste composition, growth rates, participation rates in BMW collections and recycling schemes, and success of waste prevention schemes. Capacities indicated are only for MSW – these required capacities will increase if other non-MSW wastes are managed at these facilities.
