National Best Practice Projects
In the National Waste Strategy, SEPA undertook to carry out periodic studies into 13 priority waste streams as well as the best practicable environmental option (BPEO) for municipal solid waste (MSW) as set out in the various Area Waste Plans (AWPs). The priority waste streams were selected for further study due to their size, hazardous nature, potential for recycling, or value.
As part of the development of a framework to address non-municipal wastes, National Best Practice Projects for industry sectors following the European Waste Catalogue (EWC) classification are being set up. The scope of existing Priority Waste Stream Projects is being reviewed and, where appropriate, they will be incorporated within the extended National Best Practice Project framework.
The projects are run jointly by National Waste Strategy and Waste Data Strategy staff.
- Phase 1: Baseline review
Phase 1 is led by Waste Data Strategy staff and involves the collection of data and information on waste arisings, treatment and disposal, current and projected infrastructure (including capacity), current and forthcoming guidance and legislation, emerging technologies and examples of best practice.
- Phase 2: Best practice guidance and tools/ policy recommendations
Phase 2 is a national multi-stakeholder project group led by National Waste Strategy staff. During this stage, best practice guidance will be developed. This work will include determining the cost of implementation, cost benefits and opportunities. It will also identify any economic and regulatory tools required to implement best practice options.
The table below summarises the current status of the National Best Practice Projects. Several of the original priority waste streams have been reviewed in light of developments since the list was first drawn up. New National Best Practice Projects have also been added. The 13 original Priority Waste Stream Projects are identified with an asterisk.
The work done to date has provided a better understanding of waste data and has provided a well received opportunity to discuss issues with waste producers, the waste industry, re-processors and other interested parties. However, there have been several challenges, such as waste data collection, the plethora of available guidance and the timeliness of projects where the management of waste awaits EU legislation. This has meant that we were unable to complete the current programme by the end of 2005/06.
With these difficulties in mind, a question was included in the consultation on waste from businesses and the public sector asking about the approach, which sectors / waste streams might benefit and what the aims and outputs should be. SEPA expects to undertake a General Review of the programme in late summer 2006, once the Framework and Action plan have been finalised.
