Community Planning Partnerships
In 2007, a Concordat between the Scottish Government and Local
Government set out the terms of a new relationship - a key element
of this is the development of Single Outcome Agreements (SOA). The
SOA is the means by which Community Planning Partnerships
(CPP) agree their strategic priorities for their local area
and express those priorities as outcomes to be delivered by the
partners, either individually or jointly, while showing how those
outcomes should contribute to the Scottish Government’s relevant
national outcomes.
Scottish Government guidance for Scottish Public Bodies (Feb
2009), states that all public bodies are expected to seek
every opportunity to collaborate in partnerships which can enhance
and accelerate the public sector’s ability to deliver against a
range of outcomes to strengthen the Scottish economy. SEPA will
proactively engage and contribute to each of the 32 local authority
CPPs in order to assist with the delivery of the environmental
outcomes set out in each SOA. SEPA has identified six priority
issues for engagement and has produced a factsheet for each
issue.
