Delivering the modernised planning system
We are actively engaged in implementing
changes in our approach to planning to assist delivery of
Scotland’s modernised planning system. Our new approach to planning
includes:
- a willingness to engage co-operatively in
development plan preparation, to assist rapid adoption of
deliverable, map-based plans
- more pro-active engagement at the
pre-application stage with developers and planning authorities to
assist the progress of major applications
- improved approaches to delivering flood risk
advice
- putting into place primary contacts for
different development sectors
- a more proportionate approach to information
requirements from planning applicants
We have already made some practical
changes:
- We are refocusing on where we can add most
value, concentrating on development plans and the largest and most
environmentally sensitive planning applications. To do this we are
pulling back from bespoke responses on smaller, less
environmentally sensitive planning applications, and providing
instead the standing advice available in this section of the
website.
- We have re-structured to provide a
consistent, efficient national service delivering a more helpful,
solution-orientated approach
- Ninety per cent of our objections are due to
inadequate information. This is a particular issue with flood risk
assessments. We are reviewing the information we need in terms of
what goes to the principle of development. We have also carried out
a series of workshops targeted at consultants who carry out flood
risk work. This, supported by new clearer guidance, has been
well-received by those attending.
Like all key sectors in planning, we have a
way to go before we will be in a position to deliver a service
truly aligned to the principles of planning reform. However, we are
working hard to achieve this in collaberation with other key
agencies including Scottish Natural Heritage, Historic Scotland,
Scottish Water, Transport Scotland and Architecture and Design
Scotland.
