The
Pollution Prevention and Control (Scotland) Regulations 2000 (the
PPC Regulations) require operators of installations carrying out
specified activities to submit an application for a permit to SEPA.
Schedule 3 of the PPC Regulations detail when such applications
are due and these dates are determined by the type of activity carried
on and whether the installation is "new" or "existing".
A more detailed explanation of the PPC Regulations can be found

Regulations can be accessed.
Regulation
7 to the PPC Regulations detail the general provisions of granting
a permit with regulations 8 and 9 referring to the general principles
and specific requirements of setting permit conditions respectively.
SEPA
has prepared a template permit for the purposes of the PPC Regulations.
While SEPA is not required to undergo a formal consultation exercise
it does recognise that it would be reasonable to provide an opportunity
for those operators who will be affected to make comments on the
proposed format and content. Consultation on the draft PPC permit
is therefore aimed at those operators who have made, or are likely
to make, an application to SEPA for a permit under the PPC Regulations.
Consultation
on the draft PPC permit is now closed. The final version will
be posted on the Website shortly. SEPA may publish responses to
this consultation paper in due course, or make them available
to the public, except where a respondent has specifically asked
for his or her response to be treated as confidential. Confidential
responses may, nevertheless, be included in any statistical summary
of numbers of comments received or views expressed.
