This
guidance has been developed with the assistance of the LGA,
represented by YAHPAC, and the NSCA. This Note provides
background to Part 1 "Regulation and Permitting"
which was released for consultation in April 2001.
Whilst
Part 1 is primarily aimed at the Regulators and describes
the permitting process and the interactions between the
Regulators involved, Part 2 is aimed equally at Regulators,
IPPC applicants and other interested parties. This document
should be of assistance, when read with the appropriate
Sector Guidance Note, in determining BAT for a particular
situation.
In
common with most of the IPPC guidance it is joint guidance
with the Environment Agency, SEPA and the Northern Ireland
Environment and Heritage Service (NIEHS).
