PPC : UK Technical Guidance : S5.01 : Guidance for the Incineration of Waste and Fuel Manufactured from or including Waste

On behalf of the UK Regulators, the Environment Agency has published for consultation draft guidance for the incineration of waste or fuel manufactured from (or including) waste - for activities subject to the PPC Regulations as Part A(1) activities in England and Wales or Part A activities in Scotland and Northern Ireland. The consultation period is 3 months.

The technical content of the guidance is based on the existing IPC Waste Incineration Guidance Note (S2 5.01), with information from a limited BAT Review conducted by contractors on behalf of the Agency, and information from an early draft of the BAT Reference Document (BREF) on Waste Incineration. However, the main changes relate to the specific requirements of the Waste Incineration Directive which will apply soon to most waste incineration installations.

The key environmental issues have been identified as Environmental Impact, Planning issues, the impact of European Legislation, the heterogeneity of feedstock, and the handling and disposal of residues. Within these, the guidance particularly addresses:

  1. techniques to control the release of oxides of nitrogen (using Flue Gas Recirculation; Selective Catalytic Reduction and/or Selective Non-Catalytic Reduction);

  2. the degree to which waste should be pre-treated to make it suitable for incineration;

  3. the requirements of the Waste Incineration Directive for the monitoring of releases;

  4. the application of the Waste Incineration Directive to pyrolysis and gasification installations in which waste is thermally treated and (part of) the product is incinerated;

  5. the broader requirement to comply with the specific duties detailed in the Waste Incineration Directive.
