Packaging : Accredited Exporters/Reprocessors

It is recognised that most producers are not in a position to carry out their own recovery of packaging waste since they tend not to have the facilities to carry out such activities. As a result the Agencies have developed a system where companies who reprocess (recover or recycle) packaging waste may issue approved evidence of compliance to producers and schemes. Approved evidence of compliance normally takes the form of Packaging Waste Recovery Notes (PRNs) and Packaging Waste Export Recovery Notes (PERNs). These may only be issued by those companies who have been granted accredited status by the Agencies. Accreditation is voluntary and is available to any site that meets the basic criteria. These are that the site is carrying out a valid recovery activity on packaging waste and that an adequate documentation system is in place to record activities satisfactorily. A similar scheme is in place for accreditation of exporters who ship packaging waste for reprocessing overseas.

In order to become accredited you must fulfil and comply with certain conditions of accreditation. These conditions along with other information on the accreditation process are contained in the following guidance note. We recommend you read the guidance note prior to applying for accreditation.

Once accredited, reprocessors and exporters can issue PRNs or PERNs for the quantity of packaging waste that is reprocessed.

Producers can meet their recovery and recycling obligations by buying or obtaining sufficient PRNs or PERNs to cover their obligations.
