Packaging : Monitoring Strategy

Regulation 31 of the 2007 packaging waste regulations places a duty on SEPA to monitor compliance with the regulations in Scotland.  Regulation 32 requires SEPA to publish a plan which outlines the monitoring policy and strategy for each year.

Regulation 32 states that:

The appropriate Agency shall provide to the appropriate authority by 1st December, and publish by 31st December, in each year in respect of the following calendar year a report setting out its proposed monitoring plan including the following details of the monitoring to be carried out under regulation 31 -

(a) the Agency’s policy in relation to monitoring and enforcement of producer responsibility obligations; and

(b) an indication of the minimum number of persons which it proposes to monitor in the course of that year.

This Monitoring Strategy contains the information requested by Regulation 32. In addition, SEPA also takes this opportunity to report on other relevant activities carried out during the year, in particular the duties associated with the accreditation of reprocessors and exporters.
