The National Packaging Waste Database (NPWD) is a web-based database supported by the Environment Agency, DEFRA, the Scottish Environment Protection Agency (SEPA), the Northern Ireland Environment and Heritage Service (NIEHS), the Advisory Committee on Packaging, companies obligated by the packaging regulations, reprocessors, exporters and compliance schemes.
This system enables all quarterly reprocessor and exporter returns to be submitted on line and has established a national system of electronic PRN/PERN issuing and management. It provides many benefits to reprocessors and exporters including:
- simplified data submissions;
- historical data tracking;
- improved Agency fraud identifications;
- speedier national data publication; and
- reduced paperwork
SEPA encourages all accredited reprocessors and exporters to use the National Packaging Waste Database. Accredited reprocessors and exporters will be issued with a login, password and PIN for the NPWD if they opt to use the system.
NPWD New Look
From the end of April 2007 NPWD will have a new look. Users will find that NPWD has the look and feel of their own regulatory agency’s website. For example, compliance schemes, direct registrants, reprocessors and exporters based in England & Wales, NPWD will look like the Environment Agency’s website.

Waste recording and PRN/PERN request forms for accredited reprocessors and exporters that have opted not to use the NPWD are available on the forms page on this website.
