SPRI - Glossary

Some terms used in this document may have different meanings in other contexts, but for the purposes of the Scottish Pollutant Release Inventory their meaning is as follows:

BRT

Below Reporting Threshold

Operators have been asked to report BRT for substances that are emitted from an installation at levels that are less than the SPRI annual reporting threshold.

EPER

The European Pollutant Emission Register is a European database of emissions from industrial processes defined in the IPPC Directive

Installation

A site where one or more activities listed below are carried out by the same operator.

  • Part A activities listed in Schedule 1 of the Pollution Prevention and Control (Scotland) Regulations 2000 (as amended) (other than activities specified in paragraph (b) of Part A of Section 5.2 of that Schedule), together with any directly associated activities (see below) (Part A activities);
  • Marine fish farms (data from 2005);
  • Activities at Band A premises under the Radioactive Substances Act 1993 Fees and Charges (Scotland) Scheme 2004;
  • Sewage treatment works and equivalent industrial discharges with a design population equivalent of 15,000 or more (where population equivalent has the meaning given in the Urban Waste Water Treatment (Scotland) Regulations 2004).

IPC

Integrated Pollution Control, Part I of the Environmental Protection Act (1990)

IPC Authorisation

The licence issued by SEPA regulating the operation of IPC prescribed processes.

IPPC Directive

The EU directive on Integrated Pollution Prevention and Control, the European-wide framework of industrial process regulation to be implemented in each member state. Council Directive 96/61/EC of 24 September 1996 concerning integrated pollution prevention and control.

Operator Return

Mass emission data provided by an operator for a calendar year (eg 2004) for a specific installation

PPC Activity

A PPC Schedule 1 Part A activity is an industrial process as listed in Part A of Part 1 Schedule 1 to the Pollution Prevention and Control (Scotland) Regulations 2000 SSI 2000 No. 323.

PPC Permit

The licence issued by SEPA regulating the operation of PPC industrial activities.

PPC Regulations

The Scottish Regulations that enact the European IPPC Directive in Scottish Law.

Site

The location of the installation.

SPRI

Scottish Pollutant Release Inventory, a database of annual mass emissions from specific industrial operations.

SPRI Annual Reporting Threshold

The inventory uses thresholds related to the amount of a substance released in a year. Thresholds are set to capture 95% of the UK emissions of a substance from industries that are required to report to the inventory. The thresholds are not related to licence limits. Reporting a value to the SPRI does not indicate that an installation is breaching any licence limits.
