Waste carriers and brokers
Registration summary
This is an environmental registration which applies to certain
specific activities regarding the transport of controlled
waste. The registration is administered by the Scottish Environment
Protection Agency.
Eligibility criteria
Whether or not you are granted registration will depend on
a number of factors such as whether the activity complies with the
environmental controls needed to protect the environment in
Scotland and whether the operator is a fit and proper person to
hold the licence. If you wish to discuss an application, please

Regulation summary
The requirement to register as a carrier or broker of controlled
waste is contained within the Control of Pollution (Amendment) Act
1989 and the Controlled Waste (Registration of Carriers and Seizure
of Vehicles) Regulations 1991. These require that any person who
transports or makes arrangements for management of waste in the
course of any business without being registered with the
appropriate registration authority commits an offence, unless they
are exempt. The registration itself is valid within Great Britain
for a period of 3 years from the date of issue of the
registration.
Application evaluation process
The registration process will check that you have supplied the
correct information.
Will tacit consent apply?
Tacit consent does not apply under the Control of Pollution
(Amendment) Act 1989 and the Controlled Waste (Registration of
Carriers and Seizure of Vehicles) Regulations 1991.
Target decision period
The decision period under Section 4(1) of the Control of
Pollution (Amendment) act 1989 is 2 months.
Redress
Applicants or operators who wish to challenge SEPA's
refusal of a licence can make an appeal to Scottish Ministers.

It is not possible to apply for registration online. SEPA
is currently developing this facility.

information in person, by phone or by email. Our Registries are
located in
Aberdeen, Dingwall, East Kilbride and Edinburgh. Registry opening
hours are 9.30 am to 4.30 pm, Monday to Friday.
