This page provides a summary list of waste incinerators permitted under the Waste Incineration Directive in Scotland. Information on compliance is provided and will be updated annually. Municipal waste incinerators each have a dedicated page containing the PPC Permit and further information.
Any facility which has been scored ‘Poor’ or ‘Very Poor’ for the previous year includes a comment providing a brief explanation for the score. More information about the scoring system can be found in SEPA’s Compliance Scheme.

Update 30 March 2012: Scotgen’s Energy from Waste facility at Dargavel Stores, Dumfries is in the process of re-commissioning following a major refit of their boiler systems. The site began burning non-hazardous waste on 25 March 2012 and we are aware of two minor incidents which have occurred during the early stages of re-commissioning. These incidents are currently under investigation.
The Installation was still commissioning throughout 2010 with new boilers and energy generating equipment still to be brought on-line. Following a shut down at the start of the year (related to boiler performance), operations recommenced in March 2010. A number of short duration exceedences of emission limit values and activations of the bypass stack system have ocurred. Several non-compliances with Environmental Management Conditions have also been evident. The Operator has made improvements to the plant, training and operating procedures throughout 2010 (further improvements are planned). A formal warning letter was issued to the Operator regarding record keeping and the storage of Hazardous Waste. See the latest site status report for further details (114 kb). |

The site marginally failed the SEPA extractive monitoring limit for metals owing to problems with the abatement system that have since been resolved. Subsequent extractive monitoring has demonstrated a return to compliance. The site breached the VOC daily limit and has since made significant improvements to the secondary chamber and primary chamber temperature profiles as part of a SEPA agreed action plan. During the cold weather of December 2010 a frozen pressure monitoring line caused an uncontrolled activation of the emergency bypass leading to two gross breaches of the Carbon Monoxide limit. SEPA has assessed the EMC aspect of 2010 compliance as being low. |
