Approved Battery Treatment Operators and Exporters

Waste portable, industrial and automotive batteries are required to be:

  • treated and recycled by an Approved Battery Treatment Operator (ABTO);
  • delivered to an ABTO, then treated and recycled by another facility on behalf of the ABTO;
  • exported for treatment and/or recycling by an Approved Battery Exporter (ABE).

ABTOs and ABEs can issue evidence of recycling or of export for recycling as required by Battery Compliance Schemes to meet their obligations. This applies to waste portable batteries only.

There is no evidence system for industrial or automotive batteries, but they must still be treated by an ABTO or exported for treatment by an ABE.

The approval process

Treatment facilities in Scotland must apply to SEPA to operate as an ABTO or ABE.

Information on how to apply can be found in guidance note NPWD08 pdf link (69kb). Information is also available in Part 7 and Schedule 4 of the Batteries Regulations external link, or on pages 44–49 of the Government Guidance Notes (pdf link 342kb).
