Notification procedures

Notification controls apply to all allowed imports and exports of:

  • hazardous waste for recovery operations;
  • some non-hazardous waste for recovery operations to non-OECD countries.

If you are exporting these wastes from Scotland you must:

  • apply with the relevant fee to SEPA – you can get an originally numbered notification form and movement document from the Producer Compliance and Waste Shipments Unit;
  • have a financial guarantee in place to cover the expense of the worst case scenario – usually taken as the waste being returned to the UK and requiring disposal;
  • have a written contract in place for the recovery of the waste, including specific terms, with the business that will be receiving and recovering the waste;
  • make sure you have insurance against liability for damage to third parties;
  • obtain all necessary permissions from the competent authorities in all countries concerned before moving the waste.
