Developing the first plans
Shadow River Basin Management Plan
During 2001 and 2002 the Scottish Government funded research to
help inform river basin management planning in Scotland.
Consultants used available information to produce a Shadow River
Basin Management Plan for SEPA's south west area that met, as far
as possible at the time, Water Framework Directive (WFD)
requirements for a river basin management plan.

River Basin Management Plan
This study examines the logistics of river basin management by
creating a shadow river basin plan for the south-west of Scotland.
In addition, a Plan Preparation Report was produced to accompany
the Shadow River Basin Management Plan.
- Plan
Preparation Report
Outlines the process of production; identifies positive and
negative aspects of the work; and makes recommendations for future
river basin planning work.
River Basin Planning Strategies
Following a public consultation in 2004 and stakeholder events
held during 2003, SEPA published a River Basin Planning Strategy
for the Scotland river basin district and a River Basin Planning
Framework for the Solway Tweed river basin district in 2005. A
digest of responses to each consultation is available below.
Characterisation and Impacts Analysis
An environmental and economic characterisation for each river
basin district was published in March 2005 and at the time,
presented the most detailed descriptions ever produced on the
pressures and impacts on the water environment. These reports can
be accessed below.
Significant Water Management Issues
In 2007, a report on the significant water management issues
that put our ability to achieve the objectives of the Water
Framework Directive (WFD) at risk was published. More information
