SEPA regulates waste management activities in Scotland through Waste Management Licences (WMLs) and Pollution Prevention and Control (PPC) permits. Lower risk activities, such as some reclamation and recycling activities, are exempt from full waste management licensing, but must still be registered with SEPA. Nestlé UK & Ireland Sustainable Growth Agreement
Under this Agreement, Nestlé and SEPA have formed a three-year partnership to explore opportunities for environmental innovation in Scotland with Nestlé currently drawing down around 8% of Scottish dairy, processed at its factory in Girvan, South Ayrshire.
The agreement will cover three main areas:

Waste data
SEPA is responsible for reporting national waste statistics to the Scottish Government and European Union among others. As regulator, SEPA also has a duty to assess whether waste management sites comply with the conditions of their licence or permit.
To do this, SEPA collects and verifies data from a number of sources, mainly:

A permit holder can apply for a variation to change the conditions of their permit.
Administrative variations
An administrative variation is a change to permit conditions which does not require SEPA to undertake technical assessment, for example, changing the name of a chemical, lowering a discharge limit, changing an effective date.
These changes do not increase the environmental risk
